The CARE Coalition in Cecil County is a network of service providers created to assist people who are returning from incarceration. Meetings are monthly on the 2nd Thursday from 2pm-3:30pm at the Elkton Presbyterian Church at 209 E Main St, Elkton, MD 21921.
